1. Joins C. R. A. S. H!

Ironically, this form whose full name is Frank Tenpenny is an officer assigned to C. R. A. S. H, the Los Santos police unit tasked with tackling the streets of criminal gangs, while Tenpenny instead uses the gangs for their own interests!

2. In strict alliance with the Ballas!

Tenpenny wants to work with anyone who benefits his location, and the Ballas gang is the right gang for him. Together with Mafiya from Russia, Tenpenny spreads the influence of cocaine in Los Santos, which results in disturbing the Grove Street Families gang too!
